RBI amends FEMA regulations on mode of payment and reporting of non-debt instruments

The RBI issued Notification No. FEMA.395(4)/2026-RB on 13 June 2026, the Foreign Exchange Management (Mode of Payment and Reporting of Non-Debt Instruments) (Amendment) Regulations, 2026, under Section 47 of FEMA, 1999. It amends the 2019 principal regulations (FEMA.395/2019-RB).
The amendment substitutes the provisions at Sl. No. III (Schedule III, investments by an individual person resident outside India) and Sl. No. X of regulation 3.1, and comes into force from the date of publication in the Official Gazette. The page is marked as a corrigendum; only the portion read is reported here.

Lt Gen Dhiraj Seth appointed next Chief of the Army Staff from 30 June 2026

PIB said the Government appointed Lieutenant General Dhiraj Seth, presently Vice Chief of the Army Staff, as the next Chief of the Army Staff with effect from the afternoon of 30 June 2026. The present Chief, General Upendra Dwivedi, retires from service the same day.
Lt Gen Seth is an alumnus of the National Defence Academy, Khadakwasla, and was commissioned into the Armoured Corps in December 1986. As a Lieutenant General he commanded the Sudarshan Chakra Corps.

National Biodiversity Authority reconstitutes Agrobiodiversity Expert Committee; Dr P. L. Gautam to chair

PIB said the National Biodiversity Authority (NBA) reconstituted its Expert Committee on Agrobiodiversity under Section 13(1) of the Biological Diversity Act, 2002, for one year, to guide conservation, sustainable use and access and benefit-sharing of agricultural biodiversity.
Padma Shri Dr P. L. Gautam, former Chairperson of the NBA and of the PPVFRA, chairs the committee, and the PPVFRA Chairperson is Co-Chair. The committee has been an advisory body of the NBA since 2005.
